Taylor and George Kent, another career diplomat with experience in Ukraine, will testify before the House of Representatives Intelligence Committee on November 13. Lawmakers released the transcript of that deposition on Thursday.

Mr. Bolton has been one of the most anticipated witnesses because other current and former officials have described him as deeply disturbed by the effort to pressure Ukraine to provide incriminating information about Democrats to help the president's domestic political prospects.

The U.S. was withholding military aid that had been allocated by Congress to Ukraine, which was fighting Russian troops in the eastern part of the country.

The House released a transcript of his deposition on Thursday.

Her testimony can be read here.

Lawmakers are trying to determine whether Trump froze $391 million in USA security assistance for Ukraine to put pressure on Zelenskiy to conduct the investigation, thus misusing US foreign policy for his personal gain. This week, the White House rebuffed a committee request for Mulvaney to appear.

"There was a lack of clarity" over the reason for the hold, Kent said.

That closely matched the claims of an intelligence community whistle-blower, whose anonymous August complaint that Trump's actions in the call were improper sparked the impeachment probe.

There's no evidence for that, however.

Kent also raised concerns about the Trump administration's recall of its Ukraine ambassador, Marie Yovanovitch.

Taylor has been a US diplomat for decades and was first appointed ambassador to Ukraine by Republican President George W. Bush.

She told the hearing last month that she had felt threatened by Mr Trump's remark to Ukraine's president that was "going to go through some things".

Mulvaney said those upset with political influence in foreign policy should "get over it". "I mean-he wasn't inferring that they were cooking up an actual drug deal in the Ward Room", she said.

"Historically, if we look at the numbers, there has been an unwritten rule that we give two-thirds of our ambassadorships to career Foreign Service officers and one-third to political appointees", Kralev said. Obama did it in one way; we are doing it a different way.

During the call, Trump asked Zelenskiy for 'a favor, ' requesting an investigation into a conspiracy theory related to a Democratic computer server hacked during the 2016 election campaign. Kent is among the three US diplomats who will serve as star witnesses. He said linking aid to an investigation into the Bidens and the 2016 election was a different matter entirely.

The ambassador testified that Sondland also told him about a change in the time of the call and said he believed Sondland's staff was not aware of it.

There were three words President Donald Trump wanted to hear from the Ukraine president: Investigations, Biden, Clinton.

Burkovskiy added: 'The Zelensky team was ready to make this quid quo pro. "But every day I hear his name, I ask myself, why was the European Union ambassador dealing with Ukraine?"

He said that Vindman told him that "the conversation went into the direction of some of the most extreme narratives that have been discussed publicly".

Still, Democrats have indicated they think they already have ample testimony about Trump's conduct on Ukraine.

"There was an irregular, informal channel of US policymaking with respect to Ukraine, one which included then-Special Envoy Kurt Volker, Ambassador Sondland, Secretary of Energy Rick Perry, and as I subsequently learned, Mr. Giuliani", Taylor stated.

Democratic Virginia Rep. Gerry Connolly called Kent's testimony "very powerful" and "deeply disturbing, especially the role of Rudy Giuliani". An aide to Vice President Pence, Jennifer Williams, testified Thursday.

Lt. Col. Alexander Vindman said it seemed that President Volodymyr Zelenskiy had been prepped for the call with Trump.

"Why would we try to be complicit in an impeachment inquiry that we're not even sure what it's about?"
