Ertel was in blackface, dressed as a woman, with a shirt that read "Katrina Victim", just over two months after the Category 5 hurricane devastated New Orleans and the Gulf Coast, killing thousands of people, disproportionately the poor and people of color.
On Wednesday, Herring said that he had worn blackface to a college party in 1980.
And an IL mayor, Hal Patton of Edwardsville, was running for the state Senate in 2018 when the Belleville News-Democrat newspaper published a photo of him in blackface at a Halloween party a decade earlier.
"What you're seeing is sort of this rippling effect, this progress that you talk about is absolutely present, but because we haven't fully reconciled our history, we have these things that bubble up", she said.
"Democrats have not learned the wrong lessons from Trump, and I'm glad about that. I have never done anything like what she suggests".

His admission came after a conservative media website published a photo on Friday from Northam's page in his 1984 medical school yearbook showing one man wearing blackface beside another masked figure in robes of the white supremacist group the Ku Klux Klan.
The governor initially said he was one of the two men, then denied it a day later.
Herring came down hard on Northam when the yearbook photo surfaced, condemning it as "indefensible", and "profoundly offensive".
An American minstrel sub-industry of songs, sheet music, makeup, costumes and toys flourished through the mid-19th century even as the Northern and Southern states fought the Civil War that led to the abolition of slavery in 1865.
The No. 2 in line to succeed the governor, Herring apologized for "a callous and inexcusable lack of awareness and insensitivity".
"This conduct is in no way reflective of the man I have become in the almost 40 years since", he said.
"While Virginia's demographics and politics have been evolving in recent years, social change and change in people's attitudes is often very slow in coming", Sherry said.
