Returning to the Champions League via a top-four finish in the Premier League will be Emery's main target, yet knocking one of City, Manchester United, Liverpool or Tottenham from those positions, and also overtaking Chelsea, is a tough proposition.
Emery said Welbeck will not be available for selection for their opening league match against Manchester City on Sunday but that he remains part of his first-team plans.
Asked to explain his decision, Emery told the London Evening Standard: "In my career I want leaders in the team - there is the representation for every player and in every time in the season the capacity to do that".
Arsenal have been busy in the summer transfer market and brought in five new players ahead of the Spaniard's first season in charge as they look to try and challenge for the title next season.
Emery also dodged a question about whether Wenger has sent him any messages at all going into the season, saying only that he wants to build on the Frenchman's legacy.
"The past is very important in this club, with the people that were working here".
Welbeck's situation at Arsenal was affected by the January capture of Pierre-Emerick Aubameyang, who is not reportedly primed to play on the left side of attack, or even Alex Iwobi who is another option for Emery, as well as the fact that the Nigerian recently signed a long-term deal at Arsenal.
"We are working. I believe in myself, in these players and in the club", he added.
'We started at the same moment as coaches. "If we are good and consistent like last season then we have a good chance".
"Success is to improve, grow up, build one team with personality, and then I want to win", he said. "But we want to play with the idea to create a winning mentality". He gave us his commitment to this project.
