Tzul added that IRC is working with local partners to provide counseling and support to refugees and other members of the community affected by the incident.
As of Sunday afternoon, each of those victims has survived, though several of the injuries remained serious, he said. Bones did not say why Kinner was kicked out, but he echoed Bieter's assurances that the crime in no way reflects on the attitudes of the city's 220,000 people in a metropolitan area dubbed "Treasure Valley".
Wylie Street Station Apartments offers low-income family rentals under a U.S. Department of Housing and Urban Development program that limits rent payments to 30 percent of a renter's income.
He was not a refugee himself but had been staying with an acquaintance for a few days, police chief Bill Bones told a news conference.
"You can imagine this is a very tight-knit community here in this apartment complex", Bones said Saturday night. Bones said investigators were trying to determine why the suspect targeted them.
"The suspect is in custody and being interviewed at this time", Boise police said on its Twitter feed.
The victims included the 3-year-old birthday girl and five other children ages 4 to 12. Three adults who tried to intervene were also injured, he said.
"We are by no means out of the woods", Bones said.
Witnesses reported that the suspect had fled, and police arrested Kinner a short distance away.
Police received a report of a stabbing at 8:46 p.m., and responded to the apartment complex within four minutes, Bones said.
Nine people in all were hurt in the attack, including the birthday girl. Police say four of the victims have life-threatening injuries, but all were still alive Sunday morning.
Timmy Kinner, 30, of Los Angeles faces nine counts of aggravated battery and six counts of injury to a child after the frenzied attacks in the city of Boise. Kinner, who is not a refugee, was a "temporary resident at the apartment complex. until he was asked to leave on Friday" because of his behavior, police said. Police said they do not yet have an exact motive for the attac.
