"It wasn't just that this officer made a decision to beat her up", he said.
Ms Weinman resisted arrest, claiming she hadn't done anything wrong. If they were going to cite her, they should have said, 'We're issuing you a citation for whatever.' This is why they need your name. Then, we got breathalized, and it came back negative. Police approached her after they suspected she was drinking while underage. "I didn't do anything wrong!" The department said in a news release that the incident is "still under investigation", but it wanted to release the footage to ensure "transparency with the public".
The video does not clearly support his or Weinman's version of events. "The fuck you are, you fucking dickhead", Weinman says.
"Open display", police respond to Weinman. "Don't cuff me!" Weinman says.
Weinman was on probation stemming from a 2014 arrest on charges of burglary.
One officer is then heard telling her: "You're about to get dropped" moments before the physical altercation. At that point, the video becomes jumbled and Weinman is on the sand. That's what happens when you've got poorly trained officers.
Police say Weinman forcibly struck the officer in the torso where the body camera was mounted and caused the camera to turn off. A video of part of the incident that depicts the officer striking the woman, shot by a bystander, went viral soon after the arrest. "You're choking me", she is screaming. Weinman can be heard yelling. "They're choking me. I can not breathe".
Her attorney says the officers overreacted and used excessive force. She has now been charged with aggravated assault on a police officer, spitting bodily fluids at an officer, disorderly conduct, resisting arrest, obstruction and minor in possession of alcohol.
The two officers involved have been placed on administrative duty pending the outcome of an internal investigation into the incident.
As the video begins, Weinman is on the ground with one officer on top of her.
Wildwood's mayor defended the officers, saying that they did what they had to do. With two hands facing forward toward the officer, she shoves him before the second video ends abruptly.
"You have a young lady who was out of control".
"It's just a shame that all she had to do was comply", Troiano said. The body cam clip begins with Weinman taking a breathalyzer after police spotted her with unopened bottles of alcohol.
A court date was set for June 6, though Dicht said it will probably be rescheduled for an unknown date.
