In India on a two-day visit, Haley in New Delhi said that even though USA values Pakistan as a partner, it hopes to see a change.

India last week announced a plan to raise tariffs on 29 United States imports in retaliation for the United States decision to include India in its list of countries covered by higher steel and aluminium duties. "The US values Pakistan as a partner but we can not tolerate the state becoming a haven for terrorists and hope to see a change", ANI quoted her as saying.

Nikki met Prime Minister Narendra Modi and External Affairs Minister Sushma Swaraj on Wednesday but on Thursday she went on an inter-religious journey across major religious places in Delhi.

Haley, the South Carolina-born daughter of Indian immigrants, told reporters in New Delhi that both countries have a willingness to strengthen their partnership.

In a carefully crafted speech aimed at not ruffling feathers in New Delhi, Haley underlined the importance of the India-US relationship saying: "Perhaps no other partnership has as much potential for global peace and prosperity over the next 10, 20, or 50 years".

After visiting the Jama Masjid, one of the largest mosques in India, she interacted with a child sitting outside. "This makes China's expansion of loans and investments in countries in the region a matter of concern for many of us".

The so-called two-plus-two talks are the highest level of dialogue between the United States and India and were agreed by U.S. President Donald Trump and Indian Prime Minister Narendra Modi previous year. But China does not share our commitment to democracy, the rule of law, and fundamental freedoms.

India and China, long-standing economic and strategic rivals, were seeing a thaw in relations less than a year after the most serious border flare-up since a war in 1962 threatened ties between the two Asian giants.

"China understands that this trade war situation isn't going to end in a few days or even months", said Bipul Chatterjee, executive director of an India-based trade think tank.

India's foreign ministry said Thursday however that the Islamic Republic was a "very traditional partner" that enjoyed "historical, civilizational linkages" to India.

Trade differences between the United States and India are also increasing. "This is because India is democratic and is a member of three non-proliferation groups".

Earlier in the day, Haley visited the majestic tomb of Mughal emperor Humayun and Save Childhood Movement, a center for rescued children run by 2014 Nobel Peace Prize victor Kailash Satyarthi. "We are communicating this message to Pakistan more strongly than in the past and we hope to see changes".
