Hurblut said he believed the children had been home-schooled, but couldn't say if authorities had been contacted in the past about their living conditions.
An arrest warrant was issued for Jonathan Allen, the children's 29-year-old father, and he was arrested Friday and booked on nine counts of felony torture and six counts of felony child abuse.
Allen entered a not guilty plea to the charges at his arraignment Monday.
Solano County Superior Court Commissioner Robert Q. Warshawsky set bail at $5,250,000.
On March 31st, the Fairfield Police Department responded to a report of a missing juvenile in the 2200 block of Fieldstone Ct. Since then, investigators say they discovered the children had been tortured for "sadistic purposes".
Officers searched the home and found nine other children ranging from 4 months old to 11 years old, he said. All 10 children were initially taken into protective custody by Solano County Child Welfare Services.
After several interviews with police, the children began describing horrific conditions they were forced to endure.
David and Louise Turpin previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn global attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January. The investigation revealed a long and continuous history of severe physical and emotional abuse of the children. "I am 30-years-old and I have 11 children and also homeschool all of my children and people don't agree with that lifestyle". She added she was "horrified" by the statements from the children. "But absolutely not. My husband is an incredible person".
On the day the children were removed, the house was messy because she had just torn it apart looking for her missing son, who was angry because they had taken away his tablet computer, Rogers said.
The house has four bedrooms and is located 46 miles northeast of San Francisco. Messages left with the Solano County public defender's office were not returned.
Aleida Quartman, 23, said she was a co-worker of Rogers' at a heart device monitoring company. "I was afraid that I could not find him".
Court records don't indicate whether the parents have attorneys. The children have all been placed in the custody of Rogers' sister and mother in the Bay Area.
Peggy Allen, the mother of Jonathan Allen, said she had talked to Rogers about the condition of the home, saying it was important to keep a clean house.
Neighbor Larry Magnaye stated he had no thought there have been 10 youngsters dwelling in the home throughout the road.
"We're a Christian family and Jonathan has not been raised that way", she said.
The mother and father would wave when leaving the driveway, however he by no means noticed the youngsters within the yard or heard them taking part in within the yard pool.
