Cohen worked for the Trump Organization at that time, which was when Trump was close to securing the Republican nomination for president. "Mr. Cohen sought reimbursement of those expenses and Mr. Trump fully reimbursed Mr. Cohen in 2017", it said.
A liberal-leaning watchdog group, Citizens for Responsibility and Ethics in Washington, filed a complaint in March requesting an investigation into the payment and whether Trump broke the law by failing to disclose it past year.
He added that he doesn't agree with the ethics office's contention that the payments had to be disclosed.
His disclosure now suggests Mr Trump repaid Mr Cohen previous year.
Trump's 2018 report - filed Tuesday and made public Wednesday - also provides insight into the president's still-vast real estate empire, which Trump continues to own while the day-to-day management is handled by his family.
Also on Wednesday, the Senate Intelligence Committee backed up the American intelligence community's findings that Russian Federation interfered in the 2016 USA election to help Mr Trump.
The form also shows the President's golf courses missed par a year ago earning $67 million less than before he took office.
Cohen was working on the Trump Tower Moscow project as late as May 2016, the communications show, when he previously told Congress he stopped working on it in January of that year.
