The U.S. has long dismissed the proposal, saying North Korea must unilaterally cease its program before negotiations can begin.
Beijing will send a special envoy to North Korea on Friday.
Song's visit, however, will more likely be about small steps than big successes.
During the president's address in South Korea, he "painted a black picture of the [Democratic People's Republic of Korea], spouting all sorts of rubbish against it", North Korean state media asserted.
Yuan Peng, vice-president of the China Institutes of Contemporary International Relations, said the envoy's trip shows the value China places on its traditional friendship with North Korea and sends a signal that bilateral ties are improving.

China is North Korea's main ally and trading partner, accounting for 90 percent of the isolated state's trade volume.
The resolution also demands that North Korea provide detained foreign nationals with counselor access and communication with their families.
But Chinese foreign ministry spokesman Geng Shuang said Beijing's position on the nuclear issue remained "consistent and clear-cut".
"During his visit, he will exchange views on major issues of common concern", Geng said.
Kim and Xi exchanged messages of congratulations and thanks over the congress, but neither leader has visited the other's country since assuming power.
China denied Thursday that it has abandoned its long-standing proposal to ease the North Korean nuclear crisis after US President Donald Trump suggested Beijing had agreed to drop the policy.
China's new special envoy for North Korea, Kong Xuanyou, is not believed to have visited the country since assuming the job in August.
